This scam consists of the same methods of referring clients to private
agencies and funneling money back to Brown County employees.
Quotes from the criminal complaint, p 7.
Brown County Sheriff's Department Investigator Sergeant Phillips reports that
after reviewing the checking account records from Associated Bank for Paul
Christopherson's account, he contacted Gayle Schmidt, who owns and operates a
business known as Vocational Consulting Services.
During this meeting, Phillips showed Schmidt copies of three checks made out to
Associated Bank and cash and drawn on the Vocational Consulting Services ban
account.
Schmidt stated that she recognized this check and that this check had been given
to Paul Christopherson. Schmidt further stated that Paul Christopherson informed her
that the Department of Human Services had decided to change a billing procedure
to pay off another client's debt and that they had adjusted upwards the billing
for client Vernitta Williams.

Vernitta Williams was a client of Vocational Consulting Services at that time
and Vocational Consulting Services was entitled to collect monies for the
services provided to Vernitta Williams ... the County overpaid Vocational
Consulting Services for Vernitta Williams's care and the money was supposed to
be paid back to the County to pay another client's debt.
In other words, Vocational Consulting Services was overpaid for one client's
account and they rebated the overage to Paul Christopherson so that the other
client's debt could be paid. Schmidt stated to Phillips that Marvin Rucker of
the Brown County Department of Human Services had apparently approved this over
billing method according to Christopher.

Phillips contacted Marvin Rucker and asked him whether or not he had ever
authorized the overpayment of Vocational Consulting Services on behalf of
Vernitta Williams. in order to pay debts of some other client. Rucker stated
that he never approved of any type of over billing for Vernitta Williams and he
had no knowledge of any such arrangements.

Services for Vernitta Williams. were: March, 1999 $3623.90; and April, 1999
$2057.44)

The check for Vocational Consulting Services dated April 23, 1999 for $3500 ...
was deposited into Paul Christoperson's checking account.
The May 19, 1999 check from Vocational Consulting Services for $2056 .. was
deposited into Paul Christopherson's checking account.
(Another corrupt practice involving Paul Christopherson and Vocational
Consulting Services).

On June 3, 1999, Nathan Volkmar's mother complained to the Department of Human
Services about Christopherson and his plan to place Nathan Volkmar into a 24
hour care facility even though Nathan Volkmar was making good progress under no
guardianship.

Linda Volkmar . (Nathan Volkmar's mother) stated that Paul Christopherson had a
plan to place N.V. in a facility operated by Vocational Consulting Services
Vocational Consulting Services with 24 hours supervision.
Linda Volkmar stated that Paul Christopherson was rather insistent about the
placement in a Vocational Consulting Services facility with 24 hour supervision
and Linda Volkmar had the impression that Paul Christopherson's plan was
motivated by "politics" of some sort. (quotation marks in complaint).

Christopherson states he met with Linda Volkmar and discussed the various
services providers available in Green Bay and that included Vocational
Consulting Services. Christopherson states that he may have suggested Vocational
Consulting Services because of the short timeframe he had to come up with a
plan.
Well people, does this scenario sound familiar? I don't think it takes a rocket
scientist to figure out this scam.
Refer to Vocational Consulting Services because it will participate in the kick-back scheme. Misdiagnose
clients and refer them to Vocational Consulting Services in order to filter more
money to the private agency and ultimately back to the referring Brown County
employees.
Exactly like Joseph Van Beek's scam.
And if someone had listened to me when I contacted every official I could think
of, the Paul Christopherson problem could have been nipped in the bud at its
inception. Before innocent handicapped people and tax payers were ripped off.

Anyone who believes Mark Quam and John Cornette didn't know what these crooks
were up to, is not to bright. Mark Quam knew it because I told him.
You people had better decide whether you are willing to allow this kind of
corruption to continue in your community. And if not, you had better find a way
to stop it.
