A complete investigation of the Brown County Human Services' referral and payment practices is necessary.

Christopherson referred Vernitta Williams to Vocational Consulting Services (VCS) for services. VCS received money for the care of Vernitta Williams and funneled it back to Paul Christopherson.

In this case, VCS gave Christopherson money that Vernitta Williams earned while working at a business named Oxford Cafe and Pub. Her paychecks were sent directly to VCS and VCS gave them to Paul Christopherson to deposit in his personal checking account.

Vernitta Williams states that when she worked at Oxford Cafe and Pub, her paychecks were mailed directly to VCS.  Vernitta Williams states that someone at VCS told her that her paychecks had to be mailed to them because her paychecks were supposed to be used to pay Vernitta Williams's rent. Vernitta Williams states that on several occasions, she asked the people at VCS for money for basic iving expenses such as food and clothing.  Vernitta Williams states that she was always told by VCS that her money had gone towards rent and other bills.

Vernitta Williams states that on several occasions, she actually ran out of food and would complain to VCS about her financial situation and it seemed that no one would listen to her.

Vernitta Williams goes on to state that Phillips has shown her eight other paychecks from Oxford's ... Vernitta Williams states that she has examined the endorsement signatures on the back of those checks and those signatures are not her signatures.

Vernitta Williams states she did not give anyone permission to sign her name to anything.  Vernitta Williams states she has not given anyone permission to deposit her money into their personal account.

Check #4447 drawn on the account of Oxford Cafe and Pub ... is dated 1/27/99 and it is for the sum of $221.92 and it is made payable to Vernitta Williams. On the back of the check, there is the forged signature of Vernitta Williams below the forged signature ... there is the endorsement signature of Paul Christopherson. The check was cashed in February, 1999.


The question is, how did Vernitta Williams's paychecks from Oxford's, that were sent directly to VCS, end up back in the hands of Paul Christopherson?

People of Brown County wake up! It appears that Paul Christopherson and Jackie Hergert are taking the fall for the entire scheme, when it is clear that many other people were involved.

If you don't get to the root of this corruption now, you'll never get rid of the real crooks. And, there will be more Vernitta Williams's ripped off and more clients misdiagnosed for personal monetary gain.

In 1994, I said Joseph Van Beek was misdiagnosing OWI clients as alcoholics and having them referred to his private practice program. Now in 1999, this same type of scheme is discovered, only this time it involves handicapped individuals.

How many other schemes are not yet discovered?

Sick criminal minds never cure themselves. These people will find a way to continue these scams in one way or another.

A complete investigation of the Brown County Human Services' referral and payment practices is necessary. The Brown County citizens are going to have find a way to make sure it takes place, being Brown County officials in power refuse to take action.
