The complaint from my law suit against Mark Quam, Joseph Van Beek, Brown County Mental Health Center, and Brown County appears below.


The main stream media obviously thought tax payers wouldn't be interested in knowing their tax dollars were being spent to defend a law suit. I sent a copy of it to the Press-Gazzette when I filed it (several years ago).

There is one point I want to make. When I filed complaints about the misconduct involved, I repeatedly stated that I did not want to file a law suit. Brown County officials in power had every chance to avoid it.

My only requests from day one were: (1) to allow me to see the complaint Mark Quam said he had against me; (2) to put A Plus Recovery back on the OWI Provider List; and (3) to quit blocking OWI referrals to A Plus and other agencies in order to send them to Van Beek's private agency.

These were not unreasonable requests. The matter could have been settled easily without costing the tax payers a cent.

Brown County officials chose to waste your tax dollars on this law suit. Because the media kept you in the dark, you never even knew your money was being spent. So far you have paid for the services of 5 different attorneys.  5 have been actively involved so far.

The misconduct of the crooks within the human services department is costing you far more than you realize.

I filed the first suit you didn't hear about. But it looks like there's going to be quite a few more filed in the very near future.

Brown County citizens had better demand accountability from Brown County officials and get rid of the bad apples before the county goes bankrupt with legal fees.

Dirty Deeds Done Dirt Cheap!

The dirty deeds of the Brown County officials are not cheap for Brown County taxpayers!  So far you have paid for the services of 5 different attorneys.  5 have been actively involved so far.

"For my efforts, I was driven out of the AODA field. I got a letter from Mark Quam one day that said due to a complaint against me, my entire clinic was removed from the OWI provider list. To this day, the "alleged" complaint remains anonymous..."    Read Exhibit A from the complaint above

My petition to the State Supreme Court!

    A Brown County judge dismissed my civil rights suit against Mark Quam, Joseph Van Beek, and the Brown County Mental Health Center on a summary judgment.  I appealed that decision to the Wisconsin Court of Appeals.  That court affirmed the dismissal. 
 
    I now have petitioned the Wisconsin Supreme Court for a review of the Appeal's Court decision.
