They set up private businesses on the side (e.g., Van Beek's AODA agency,
Christopherson's friends with licenses for caregiving), and direct all county
clients to those businesses and then split the profits.
If other private sector businesses get in the way, we will use our positions of
power in government to destroy them.
We will do these things in secret and count on our elected officials to cover
our tracks.
All of this was working very well in Brown County. It was seemingly a great
scheme. Until -- they decided to start stealing from the Federal Government.
That is where they crossed the line. Big, big mistake.
